How It Works
Start With Your PennDOT Restoration Requirements Letter
Your Restoration Requirements Letter identifies the outstanding requirements associated with your driving privilege and provides the starting point for determining what must be addressed.
1
Upload Your PennDOT Restoration Requirements Letter
Upload your current PennDOT Restoration Requirements Letter through our secure client intake process. This is the required starting document for your review.
2
We Review Your Restoration Requirements
Tri-State Paralegal Service reviews the information contained in your restoration letter and organizes the outstanding requirements into a clear restoration checklist.
- Outstanding fines and costs
- Failure-to-respond matters
- Indefinite suspensions
- Driving-under-suspension violations
- Restoration fees
- Court requirements
- Outstanding citations
- Required documentation
3
Identify the Source of Each Suspension
Not every suspension has the same cause. We help identify the court, citation, violation, or administrative action associated with each requirement so you understand what is preventing restoration and where the matter must be addressed.
- Court docket information
- Citation information
- PennDOT driving-history information
- Restoration requirements
- Relevant correspondence
- Court payment information
4
Develop Your Restoration Action Plan
After reviewing your requirements, we prepare an individualized Driver’s License Restoration Action Plan that organizes what is outstanding and the next administrative steps.
Your Action Plan
A Clearer Picture of What Must Be Addressed
What Is Owed
The fines, costs, fees, or other financial requirements appearing on your restoration record.
Who Must Be Contacted
The court, issuing authority, PennDOT, or other agency associated with the requirement.
What Documents Are Needed
The documents necessary to address the outstanding requirement.
What Options May Be Available
Depending upon the circumstances, available options may include payment arrangements, community-service programs, inability-to-pay procedures, administrative relief, or other legally available remedies.
Pennsylvania Restoration Options
Act 138 of 2024
Pennsylvania Act 138 of 2024 became effective April 30, 2026. The law changed Pennsylvania’s treatment of certain driving-related fines and failure-to-pay suspensions. Among other provisions, it requires courts to consider an individual’s ability to pay in applicable circumstances and provides mechanisms involving community service and installment arrangements.
Act 138 also created the Relief from Administrative Suspension Program for qualifying individuals. Tri-State Paralegal Service can help you determine whether your restoration situation should be reviewed for potentially applicable relief.
Important: Eligibility depends upon the individual’s specific record and the type and status of the suspension. Act 138 does not automatically remove every suspension or conviction from a person’s driving record.
The Bigger Picture
Your Restoration Letter May Tell a Bigger Story
A restoration letter may contain multiple suspensions and requirements accumulated over many years. One unresolved matter can sometimes prevent a person from moving forward with restoration.
Our goal is to help you understand the entire picture, rather than simply addressing one item at a time.

Complex Matters
Special Review for Complex Cases
Some restoration matters require more than simply paying a PennDOT fee. A more detailed review may be appropriate when your record involves:
- Multiple suspensions
- Multiple driving-under-suspension violations
- Long-standing unpaid fines
- Failure-to-respond suspensions
- Identity theft or mistaken identity
- Repeated suspensions arising from an unresolved underlying matter
- Records dating back many years
- Multiple Pennsylvania courts
- Conflicting court or PennDOT information
- Financial hardship
- Difficulty establishing what remains legally outstanding
- A restoration requirement you believe is inaccurate
